Commit Message

lift CI actions and linter to the versions used across go-pkgz (#9)

Brings the workflow in line with go-pkgz/routegroup, which is the furthest
along: actions/checkout v4 -> v7, actions/setup-go v5 -> v7,
golangci/golangci-lint-action v7 -> v9 and golangci-lint v2.6 -> v2.12.

go-version stays "1.19" to match the go directive in go.mod. golangci-lint
v2.12.2 was run locally against a real go1.19 toolchain and reports no issues,
it only notes that copyloopvar stays off below go 1.22.

Tests now run under -race with -covermode=atomic, which the race detector
requires. GO111MODULE and TZ move from exports inside the script to the step's
env block.

Adds the read-only contents permission the other repos declare.
