fix(692): Separate MDFReader args for file enum refs and EDPs

Instead of putting both YAML file refs and EDPs (STS refs) under the
control of ignore_enum_by_reference, add constructor argument
resolve_edps to control whether STS is hit to resolve EDP enum refs.

Defaults as follows:
ignore_enum_by_reference = False (extract enums from enum yamls by
default)
resolve_edps = False (_do not_ hit STS to obtain EDP enums by default)

This should solve the 'STS unavailable' issue in the MDB update
workflow, and requires the user to explicitly request STS resolution
(and so be aware of the need to provide an STS_URL in the environment)
