test(d5): add the named D5 conformance suite covering §19 telemetry, and re-vendor openapi.json (#67)

* chore(vendor): re-vendor openapi.json at 1.0.0-alpha27

The vendored copy was pinned at 1.0.0-alpha26 while the server repo had
moved to alpha27, so scripts/check-sdk-artifact-drift.py (which compares
by git blob hash) reported this repo STALE. It was reporting all eleven
SDK repos stale for the same reason.

Content-wise the two specs are identical -- same 111 paths, same schemas,
same operations; only info.version differed. openapi.json is a reference
artifact here, not a codegen input (it appears only in prose and as a CI
path filter), so no regeneration is required and no generated file moves.

Ten of the eleven AXIAM SDKs ship a single named D5 suite. This one had
only tests/d5_config_clamped.rs, with the rest of §16-§18 spread across
files named after their mechanism rather than the contract section they
satisfy. Nothing was missing from §16-§18 -- but nobody could tell that
without reading eleven test files, and §19 was genuinely uncovered:
src/telemetry.rs had no test at all.

src/telemetry.rs implements both of §19.2's load-bearing rules correctly
today. Telemetry::emit wraps the sink in std::panic::catch_unwind, and
TelemetryEvent is a closed enum with no arbitrary-data escape hatch.
Neither was asserted anywhere, and "no telemetry event carries a token"
is a security invariant -- an unasserted invariant is a comment.

The Go suite's header says why that gap is not academic: the TypeScript
SDK once shipped a retry helper that was exported, unit-tested and green
while no production path called it, so that SDK performed no read-only
retries at all and every test passed. Correct code that nothing
