feat(conventional-changelog-angular,conventional-changelog-conventionalcommits,template): fail loudly when a preset is rendered by an old writer (#1539)

conventional-changelog-writer@8 and older compile a handlebars mainTemplate
string, which modern presets no longer provide. In a mixed versions install,
e.g. the preset hoisted to the latest major next to tooling that bundles
writer@8, the writer silently fell back to its default template and produced
a changelog with empty sections.

Presets now plant a mainTemplate which throws a self-describing error when
an old writer renders it. Modern writers have no such option and ignore it.
