Fix secret redaction bypassed by SlogHandler

Previously, the SlogHandler path in logf built the slog record from the raw
message and returned before hideSecrets ran on the formatted line, so Secret()
had no effect whenever a slog handler was set. After this change the message is
redacted right after level extraction, which covers the slog handler and the
PANIC stderr output as well as the regular formatted line.
