table: reduce renderLine cyclomatic complexity below gocyclo threshold

Extract the clipped-empty-row suppression check into a small
shouldSuppressClippedRow helper so renderLine drops from 15 to 12,
under the repo's gocyclo -over 13 limit. No behavior change.
