Stop Dependabot from bumping Verify.DiffPlex past 3.1.2

Verify.DiffPlex versions above 3.1.2 depend on a newer Verify core
package than the one Verify.Xunit 31.12.5 was built against. Loading
both together throws a MethodAccessException in the API approval
tests at runtime, because Guards.AgainstBadSourceFile's accessibility
differs between the resolved and expected Verify assembly versions.

This has already broken two dependency-bump PRs (#204 and #228), each
requiring a manual pin back to 3.1.2. Add a Dependabot ignore rule so
it stops proposing incompatible bumps until Verify.Xunit catches up.
