fix(frontend): update Relay connection on application upgrade

Add an updater function to the `upgradeDeployment` mutation to insert
the new deployment record into the `
DeployedApplicationsTable_applicationDeployments` Relay store
connection.

This ensures that the newly created application release is immediately
visible in the deployed applications table when returning to application
tab on Device page.
