config: report credentials reload commit failure

Add credentials_atomic() to detect WAL commit failures during reload.
Report a clear error when changes were applied but commit failed.
Cover the WAL_IO injection scenario with a new config-luatest.
Closes #10359

NO_DOC=internal reload error handling; tests only
