Video: fix saved RTP/timestamp/MAVLink-IP settings resetting on reload

getVideoDevices()'s "camera not active" response path hardcoded
useUDP/useUDPIP/useUDPPort/useTimestamp/mavStreamSelected to defaults
instead of reading saved settings, unlike videoMediaDestination right
next to them. Streaming Mode (and RTP IP/port, Timestamp, MAVLink
source IP) silently reset every time the page loaded with the camera
inactive. Verified the saved values now come back correctly.
