refactor(auth): extract shared keyring key helpers (#103)

Define keyringService and keyringKeys once in a new internal/auth/keyring.go
and replace the 8 inline fmt.Sprintf constructions in manager.go and
account.go. The key format (onecloudriver:<name> refresh key +
onecloudriver:access:<name> access key) is part of the offline-startup
contract, so all construction sites must share one source of truth.
Add a unit test pinning the exact format.
