test(stack): harden flaky stack tests (#6239)

## Summary

- replace scheduler-sensitive sleeps and wall-clock assertions with
observable synchronization
- isolate deterministic control identities, ports, and subprocess
resources across parallel tests
- remove machine-wide leak cleanup in favor of exact child ownership
- document flake-resistant test expectations in `AGENTS.md`

## Context

Follow-up to #6235. The reported `reclaims the endpoint after the owning
process dies` failure came from two integration files deriving the same
control endpoint from a shared static stack ID while files ran in
parallel. The broader audit also found released-port reuse, broad
process discovery, short timing assumptions, and missing subprocess
diagnostics.

## Impact

The stack tests now remain deterministic under file-level parallelism
and loaded CI while preserving their behavioral assertions. Production
runtime code is unchanged.
