chore: strip all comments from TS/TSX sources, enforce zero-comments policy (#2560)

Remove all line, block, and JSDoc comments from every .ts/.tsx file
(1,710 files, -118k lines) via scripts/strip-comments.ts, which parses
each file with the TypeScript compiler and removes comment ranges from
token trivia windows, so strings, template literals, and regexes are
never misclassified.

Functional directive comments are preserved: shebangs, /// references,
@ts-*, biome-ignore, eslint-*, oxlint-*, knip @public/knip-ignore, and
v8/istanbul/c8 coverage ignores. Empty JSX expression containers left
behind by removed comments ({/* ... */}) are removed with the comment.

Enforcement: new check:no-comments guard (strip-comments.ts --check)
wired into bun run check; policy documented in CLAUDE.md.
