fix(ci): make the release job re-runnable (#56)

A GitHub outage on 2026-08-17 failed `gh release create` with HTTP 503 in
six plugins at once, in every case after the version bump had already
been committed and pushed to main. That left a raised version with no tag
and no release, and the job could not recover: raising the version again
found nothing to commit and the step exited 1, so re-runs and
workflow_dispatch both failed the same way. The releases had to be
published by hand.

The version step now distinguishes three states rather than assuming one.
If the header carries a version with no tag, that version is published
as-is — the recovery path. If there are no commits since the last tag,
the job exits green instead of manufacturing an empty release whose diff
is only version strings. Otherwise it bumps as before.

Supporting: the "nothing to commit" branch exits 0 and reports the
current sha, since in recovery the header is already correct and pushed;
the publish step checks `gh release view` first so an already-published
version passes rather than failing; and every step from Install
dependencies onward is guarded on action != skip.

Workflow only — no source and no test changes.
