Send Site Permissions bugs for automatic triage now that the agent has a channel and knows where the permission store lives

`Firefox :: Site Permissions` joins the other four pairs in `TRIAGED_COMPONENTS`.
`get_bz_params` loops over that tuple to build one AND group per pair, so the new
pair needs no query change: I ran the generated chart against BMO over 90 days
and got 177 open defects, 3 of them Site Permissions and none a cross pairing.
`max_triggers` stays at 3, since the component saw two staff-filed defects in
that window against 90 for New Tab Page.

Requires the matching hackbot change to be deployed first -- without an entry in
the agent's `SLACK_CHANNELS`, `channel_for` fails closed and the analysis lands
on the bug with nobody told.

No test changes; the pair-coverage tests derive from `TRIAGED_COMPONENTS`, and 27
pass unchanged. I could not run `--dryrun` locally, since it needs the gitignored
`configs/people.json`.
