Pad the shared Spack install tree (#857)

fenics-basix/gh-actions-env.yml and fenics-dolfinx/gh-actions-env.yml both
build into a padded, fixed install root so their binaries stay relocatable
when pulled from the shared oci://ghcr.io/fenics/spack-buildcache mirror
by another repo's (differently-named) GitHub Actions workspace. This repo's
config was missing that, so packages it builds and pushes (e.g. py-numpy)
cannot be relocated by a padded consumer and permanently poison the shared
cache for that package hash: FEniCS/basix#1059 hit exactly this with
py-numpy, built here under /__w/ffcx/ffcx/... with no reserved padding.
