Pin Spack install_tree root/padding to match basix's config

Without config.install_tree.root pinned to a fixed path, Spack installs
under $GITHUB_WORKSPACE/spack/opt/spack, whose length varies by repo
name (ffcx/ffcx vs basix/basix vs dolfinx/dolfinx). All three repos
share the same OCI buildcache mirror, so a binary relocated to fit one
repo's workspace path can run out of room when relocated to fit
another's, causing "Cannot replace ... because the new prefix is
longer" install failures (seen on py-numpy while building py-scipy).
Also set the /opt/view path, matching basix's reference config.
