Make every work state answer PackagePath

Two states answered PackagePath with a panic, so Items.Paths was safe
to call only before the Generate loop. Every state now reports its own
directory or none, and the second result takes the name runWire, which
states what it decides. A terminal state holds no directory, because
nothing reads one; a failed Generate names its package by wrapping the
error instead. Each method that still panics states the loop order
that makes it unreachable.
