chore(deps-dev): adopt wp-mocks 2.0 and correct the URL assertions (#55)

The escaping stubs now escape. They used to return their input
unchanged, which meant no escaping bug in this suite could fail a test:
building an attribute with esc_attr() and building it by concatenation
produced identical bytes. One duly shipped as a stored XSS in Confur.

The tests corrected here asserted a bare & inside an href, where
WordPress esc_url() emits &#038; and always has. They were wrong against
production and passed only because the stub did nothing, so this is a
correction rather than a concession to the new stubs. Where a test
builds the URL itself it now wraps it in esc_url(), stating the contract
instead of hard-coding the encoding.

No source is touched; this is test-only on top of the dependency bump.

A major rather than a minor because consumers pinned ^1.5.2, so a 1.6.0
would have been picked up by any composer update and changed assertion
outcomes with nobody deciding to.
