chore(deps-dev): adopt wp-mocks 2.0 (#4)

The escaping stubs now escape. They used to return their input
unchanged, which meant no escaping bug in this suite could fail a test:
building an attribute with esc_attr() and building it by concatenation
produced identical bytes. One duly shipped as a stored XSS in Confur.

No change was needed here beyond the constraint and the lock — this
plugin was one of the fourteen of eighteen measured as unaffected before
the release was cut.

A major rather than a minor because consumers pinned ^1.5.2, so a 1.6.0
would have been picked up by any composer update and changed assertion
outcomes with nobody deciding to.
