* test: assert ExtendedLocation is propagated on VMSS update

Add regression coverage for #10816. Existing table-driven tests for
ensureVMSSInPool, ensureVMSSFlexInPool, and
FlexScaleSet.EnsureBackendPoolDeletedFromVMSets now capture the VMSS
payload passed to CreateOrUpdate and assert its ExtendedLocation
matches the source VMSS's — covering both the positive case (EdgeZone
propagated) and the negative case (nil stays nil across existing
sub-tests). ScaleSet.EnsureBackendPoolDeletedFromVMSets gets a small
standalone table-driven test since no existing test covers it.
