fix(initializer): allow GGUF files in HuggingFace model snapshot download (#3910)

Adds *.gguf to allow_patterns so quantized GGUF model repos download
successfully. Mistral's params.json/consolidated.*.safetensors already
match the existing *.json/*.safetensors patterns, so no change is
needed there. Legacy *.bin/*.pt/*.pth support needs format-detection
fallback logic (tracked separately in #3909) since ignore_patterns
currently excludes them by default in favor of safetensors.
