docs: restore the missing v1.6.1 section in the changelog

The v2 branch was cut before Release v1.6.1 (3013667), so the changelog
jumped straight from [v2.0.0] to [v1.6.0] and a user on 1.6.1 could not
find their version in the release history.

The section is restored verbatim, with a note that the hex decorators it
describes do not exist in v2: the capability was reworked into the
WithMode(ModeHex) encoding mode on the ordinary constructors, which the
Unreleased section already documents.
