Address review: restore optional upload_id, rename targets to target_upload_ids

- Restore `upload_id` as optional (default None) and visible; the GUI
  auto-fills it from the project context, so runs appear in that upload's
  action history (`ActionRecord.upload_id`) and can be re-triggered from the
  uploads page. Not a reprocess target; not used for summary storage
- Rename the targets field `upload_ids` -> `target_upload_ids` to
  disambiguate from `upload_id` (per review)
- Keep `user_id` (framework-injected, stripped from the form): it owns the
  per-user dedicated summary upload and the entry's `main_author`
- Update tests (target_upload_ids + upload_id optionality/schema) and README
