* docs: clarify release tag vs kustomize manifest lag

Document the chicken-and-egg between tagging (needed to build/promote the image) and the post-release version-updater PR that pins kustomize and docs to the new registry.k8s.io tag. Expand the release issue template checklist so steps stay ordered.
