ci: Release the current tree as 0.9.0

The manifest records the last released version.  It was bootstrapped to
0.9.0 because that is what pyproject.toml says, but 0.9.0 was never
released: the newest tag in the repository is 0.7.0, from 2017.  Reading
the manifest as "0.9.0 is already out" made release-please propose 0.10.0
and skip the number the source tree has been carrying all along.

Setting it to 0.8.0 makes the next release 0.9.0.  There is a breaking
change in range and bump-minor-pre-major is on, so the minor moves once.

This mirrors drudge, whose first release-please release was also the
version already written in its source tree.
