Merge pull request #61 — §22.14 declarative reactor handler binding (reactorHandlers)

Implements CONTRACT.md §22.14 for TypeScript. Additive: reactorServe still takes
a plain ReactorHandler and no signature moved.

The map is keyed by ReactorEventName, so a misspelled event is a compile error;
the runtime check behind it exists for JavaScript callers. Replaces the switch
in this SDK's own README and example, whose `default: return allow()` arm
answered on behalf of code that never ran. An unbound event now abstains.

Also re-vendors CONTRACT.md (1.19 -> 1.22) and openapi.json (alpha24 -> alpha26,
the SCIM provisioning-token endpoints from ilpanich/axiam#330).
