refactor(schema): match permission namespace gate to SpiceDB grammar

Each namespace part must start with a letter and be 3 to 64 lowercase
alphanumeric characters, which is what the SpiceDB schema compiler
accepts. Keys that passed the gate but failed at schema compile now get
InvalidArgument. Underscores stay rejected to keep slugs unambiguous.
