client: bound silent endpoint failover

Set TCP_USER_TIMEOUT on Linux TCP and TLS connections so unacknowledged OVSDB traffic releases a dead endpoint promptly.

Track the disconnected endpoint by identity, budget reconnect time per endpoint, and exercise TCP and TLS failover in an isolated network namespace.
