fix(daemon): round-5 review — park steers during startup backoff, guard bun-test import

P2: feedDeliverySteer now parks (instead of admitting) while the queue is
stopped — during the startup-retry backoff nothing consumes an admitted
steer, the 30s admission TTL rejects it, and the delivery job dead-letters.
P2: the SDK value-import in query-runner tests is skipIf-guarded so bare
`bun test` (real SDK, no vitest alias) skips the mock-driven test instead
of crashing; both harness comments corrected.

P3s: restartQuery records pendingRestartReason when processing with a
stopped queue (settings changes no longer silently dropped for the backoff
window; idle sessions keep the documented no-op); starved null-key claims
get a fresh budget once the exhausted predecessor's row settled failed;
exhausted-branch log and .env.example wording aligned with what actually
happens; stale await-point comment and :808 anchors fixed; timer log and
catch comment now carry the concurrent-start diagnosis instead of the
misleading workspace-lock framing.

Tests: real-AgentSession park/control regression, producer-side Stop pin in
the interrupt-handler suite, cross-category retryAttempt coupling (both
halves), knob parsing + retired-name inertness, peek-keyed settled-failed
cancellation, budget-keyed-by-consumed-uuid assertion.
