Leave the starvation refractory alone after an audit's retreat

The refractory is the starvation machine's own backoff, yet every undo
armed it, so an audit that pre-empted a hold and crashed handed the
corner back with a whole rung to wait, deferring the next probe for an
audit that was not the probe's doing. Only a starvation walk's undo arms
it now; an audit's retreat leaves whatever hold is running to run out.

Seeded, arms rotated, at N=8: widepin 51.32 -> 56.40 (six seeds up, the
low basin lifted from 44-51 to 50-59), rep_r6 seed 3 20.32 -> 25.76,
shallowmoat's wedge seeds +1.7 at repeat 2, strad_p8@4097 +0.14 on
every seed; against metronome 40.03 -> 39.12 (seven of eight), balloonflip
78.06 -> 77.80 (every seed), cp_w050 -0.55 (four of four), cp_w015 -0.12,
arc_S2 -0.13; bit-identical elsewhere and on the retention holdout. A
small price for the escapes, accepted.
