feat: monitor Promises as an optional plugin (#45)

Promises is an MCP server: present on the sites that connect a client, absent
everywhere else. That is Sentinel's "optional" list exactly — shown when
installed, and never counted against the overall stability indicator — so a
site without it does not read as a site with something missing.

It also joins UNITY_DEPENDENTS. Promises reads all of its data through Unity
and boots from `unity/loaded`, so with UNITY_KILL engaged it is installed,
active, and unable to answer a single request. Without the entry the widget
would report it as healthy in exactly the case where it is not.

Note the default list only applies where the option has never been saved.
Sites that have edited their monitored plugins need the line adding on
Sentinel's settings screen.
