* feat: detect CloudFront error pages as waf

un.org 403s with x-cache Error from cloudfront were a
detector miss, so scrape.do never ran. Datacenter wins
the real page; Miss from cloudfront on 200 stays clean.

* fix: keep dribbble ahead of generic CloudFront

Dribbble 403s already ship x-cache Error from cloudfront.
Evaluate domain rules first and gate the CF header on 4xx/5xx.
