Fix CI by removing dependency on unreachable git:// package (#45)

Every CI job failed during `yarn install`, before any build or test ran:

    error Command failed.
    Exit code: 128
    Command: git
    Arguments: ls-remote --tags --heads git://github.com/gwicke/web-streams-polyfill
    fatal: unable to connect to github.com: errno=Connection timed out

The lockfile pinned fetch-sparql-endpoint to 1.4.0, which depends on
node-web-streams, which in turn resolves web-streams-polyfill over the
unencrypted `git://` protocol. GitHub permanently disabled that protocol
in January 2022, so the fetch can only ever time out.

fetch-sparql-endpoint dropped node-web-streams in 1.5.0 in favour of
web-streams-node, so re-resolving the lockfile entry to 1.6.2 (still
within the existing ^1.4.0 range, so package.json is unchanged) removes
the unreachable dependency.

Since 1.5.0, fetchRawStream checks `httpResponse.ok` rather than
`httpResponse.status`. The test's hand-rolled Response mock only set
`status`, so it was treated as a failed response. A real Response sets
`ok` for any 2xx status, so the mock now sets it too.
