DOC: Add stable/latest indicator and switcher to docs pages (#28)

* DOC: Add stable/latest indicator and switcher to docs pages

Show "Docs: stable | latest" in the top navigation bar, with the
current channel emphasized and the other channel linked to the
corresponding page. The previous/next/index links are moved to the
bottom navigation bar only. The channel is passed to Sphinx by the
deployment workflow via the JLGAMETHEORY_DOCS_CHANNEL environment
variable; in local builds both channels render as links. Also set
html_baseurl so that all pages declare the stable channel as canonical.

* CI: Build docs on pull requests

Add a build-check job that builds both documentation channels with -W
--keep-going on pull requests, so that docs-breaking changes are caught
before merge. Scope the pages concurrency group and the contents: write
permission to the deploy job.
