refactor(fs): consolidate eviction logic into EvictionController (#89)

* feat(fs): add EvictionController for shared goroutine lifecycle

- Controller manages a periodic sweep goroutine with Start/Stop
- RunSerialized provides mutex-serialized execution window
- RunOnce provides dedup flag to prevent concurrent eviction runs
- Full test coverage for lifecycle, dedup, and lock exclusion

* chore(fs): fix lint issues in EvictionController tests

- Remove unused 'started' field
- Rename unused test parameters to '_'
- Remove redundant LockUnlock test (covered by other tests)
- Apply gofmt
