Skip observability controller deployment when image is not configured (#4500)

The deployObservabilityController feature gate can be enabled even when
the OBSERVABILITY_CONTROLLER_IMAGE env var is not set on the operator
pod (e.g. in downstream builds that exclude alpha components, or older
CSV versions). In this case, the operator would attempt to create a
deployment with an empty image field, resulting in a broken state.

Add an image availability check to the operand handler registration so
the observability controller handlers are never created when the image
is not configured. Also update the functional tests to fail explicitly
when the operator deployment does not have the image env var set,
guiding users to use the appropriate label filter.
