* Fix Build.cs for Fallout.Common 10.4.0's Project/Solution move

Fallout.Common 10.4.0 (bumped in the previous commit) moves the
Project and Solution types out of Fallout.Common.ProjectModel into a
new Fallout.Solutions namespace (Fallout.ProjectModel.dll no longer
exports Project itself, and the [Solution(GenerateProjects = true)]
code generator targets the new Solution/SolutionAttribute pair). The
old using directive left Project unresolved and Solution.Core/.Specs/
.TestFrameworks missing, so the build project failed to compile.

Switch the using directive to Fallout.Solutions to pick up the new
types; the build project now compiles and lists its targets again.
