Flight Controller: fix crash loop when startLink fails on startup

startInterval() was called unconditionally after an auto-reconnect
startLink() attempt, even on failure - leaving this.m null while the
1s interval unconditionally called this.m.sendHeartbeat(). If
mavlink-routerd is missing (or the link otherwise fails to open) on
startup, this crashed the whole server every second: an uncaught
exception triggers a full graceful shutdown, systemd restarts it, and
it crashes again immediately. Only start the interval once the link
is actually up, and guard the heartbeat/timesync calls against this.m
being null as a backstop.
