fix: enforce Ruby-compatible minimum widths for timezone output

- Enforce min widths for %z, %:z, %::z, %:::z so %1z produces -0500.
- Add TestStrftime_zoneMinimumWidths and Strftime error-path coverage.
- Add testdata/ruby_behavior_report.rb and compare_report.go for
  cross-version Ruby compatibility reporting.
- Document %+ as a Tuesday extension beyond Ruby Time#strftime.
