test(auth): run auth tests in the coverage job (drop GITHUB_ACTIONS skip)

The auth tests skipped whenever GITHUB_ACTIONS was set, so the coverage
job (which runs without -short) never exercised the OAuth local-server
flow: getAuthCodeLocalServer was at 6.0% statements and ~104 coverable
lines stayed hidden from Coveralls. Drop the GITHUB_ACTIONS check so
the coverage job runs them (measured +2.1 points in Coveralls, 0.18s
runtime); the -short unit job still skips them as before.

Verified: 62 PASS with GITHUB_ACTIONS=true, 7 SKIP with -short, vet,
golangci-lint and -race clean; auth coverage 63.6% -> 83.4%.
