* test(daemon): migrate-once, clone-per-test for migration 29 + retire stale flaky entries

Every migration-29 test replayed the full ~190-step migration chain
inside its own 5s/30s budget (measured 0.5-0.7s warm locally, several
seconds on a loaded CI runner under coverage) — 19 replays per file,
the root of the registered migration-29 timeout flake. Build the
migrated template once per file in beforeAll and hand each test a
~1ms file clone; in-test runMigrations() calls become fast
marker-only no-op replays. The one legacy-state test resets to an
empty DB and replays the chain itself. File runtime: 15.2s -> 2.9s.

Retire flaky-tests.json entries whose timeout root no longer exists:
migration-29 (fixed here), migration-74 and migration-124 (their files
were restructured to hand-built pre-migration schemas and now replay
the full chain 2x/1x per file, well inside the migration shards' 30s
budget). Keep migration-42 (zombie tests inherently replay the chain)
and the model-service and web entries (roots tracked separately).
