fix(release): Show refactoring and test changes too

Both are real project history. Today's flaky stopwatch fix landed as
`test:`, and it is the kind of change a reader of the release notes would
want to see: the test it replaced could not detect the bug it existed to
catch.

Only the types with nothing to say to a reader stay hidden: `docs`,
`style`, `build` and `ci`.
