docs: document the adblock-to-mitmania converter's default-ruleset workflow

Covers tools/adblock_to_mitmania.py's provider presets, the --control
update flow against a live rules/default table, custom source
selection, and the connection-phase block vs CA-trust-requiring raise
tradeoff. The tool itself and its use-case walkthrough already landed
in earlier PRs; this fills in the reference section those cross-link to.
