fix: add migration for stale libfuse3 and improve skip logging

Address review feedback:
- Split skip conditions: report distinct reasons when /host/usr/lib64/
  does not exist vs when the host already has libfuse3.so.3.
- Add migration path for nodes already affected by the old installer:
  compare sha256 of the host's libfuse3.so.3 with the container's copy.
  If they match, the host file is a stale Debian-built copy planted by
  a previous driver version — remove it so the host-native library
  (from the OS image) takes effect on next boot/reload.
