Fix group rule config not applied for run_scripts and PR-exists handling

In handleGroup(), run_scripts and the auto-merge/labels handling in the
already-exists catch blocks used the global $config instead of the
rule-resolved $item_config, so per-group rule overrides for these
settings were silently ignored, unlike the rest of the method.
