Add CLAUDE.md project guidance file (#186)

* Add CLAUDE.md project guidance file

Provides Claude Code (and other AI agents) with a fast-onboarding map of
the repo: project overview, dev commands, testing conventions, architecture,
parser/CI extension procedures, and build/release process. Mirrors content
already in README.md and doc/development.md, organized for agent use.

* docs: fix markdown lint issues in CLAUDE.md

Codacy has flagged this file since the PR was opened: 9 lines over the
80-column limit (MD013) and 4 lists not surrounded by blank lines
(MD032). The MD032 ones are real -- a list immediately after a paragraph
with no blank line renders as part of that paragraph in some parsers.

Wrap the long lines and add the missing blank lines. No content change.
