test: move fuzz targets to the internal test package

OSS-Fuzz's go-118-fuzz-build tool locates a FuzzXxx function by an
exact package-path match against the requested import path, which
excludes the urlpattern_test external test package variant entirely
-- it silently never finds the fuzzers, failing the OSS-Fuzz build
with "Could not find the fuzz func". Every native-Go-fuzzing OSS-Fuzz
project keeps its harness in-package for this reason.
