feat(checkout): self-describing event for bandit upsell recommendation (#7167)

Replace the recommended-checkout-upsell GA event with a Snowplow self-describing event (balance, basketTotal, modelVersion, recommendedRanges) fired when a model-recommended upsell loan is shown. Pass basketAmount to the recommendation query and read modelVersion from the response; parse Money fields with numeral. The view-checkout-upsell event is unchanged.
