Harmonize TARGET_RA/TARGET_DEC/REF_EPOCH/PMRA/PMDEC per TARGETID

Add find_target_priority() to pick, for a given TARGETID with multiple
candidate rows, an authoritative row for target-level quantities:
primary target preferred over secondary, then SURVEY=main over special
over anything else, then first occurrence. Use it in coadd_fibermap(),
get_exp2uniqpix_map(), and create_summary_catalog() so that discrepant
positions/proper motions across exposures or surveys resolve to a
single consistent value instead of "first row wins".
